What is PSLF (Public Service Loan Forgiveness)?

Short answer: PSLF is a federal program that forgives the remaining balance on your Direct Loans after you make 120 qualifying monthly payments on a qualifying repayment plan while working full-time for a qualifying employer — government (federal, state, local, tribal, military) or a 501(c)(3) nonprofit. PSLF forgiveness is not taxed as federal income. It still exists in 2026, and RAP payments count.

The four requirements

  1. Employer: government organization or 501(c)(3) nonprofit (some other nonprofits that provide qualifying public services).
  2. Full-time: generally at least 30 hours per week.
  3. Loans: Direct Loans (FFEL/Perkins only after Direct Consolidation).
  4. Plan and payments: 120 qualifying payments on RAP, IBR, another IDR plan, or the 10-year Standard plan. Payments do not need to be consecutive.

What changed in 2026

P.L. 119-21 created RAP, which counts for PSLF. Tiered Standard payments generally do not count unless on a 10-year schedule. ED also issued rules on employer eligibility that are being challenged in court — see Is PSLF going away?.
